What is the M21-1?
The M21-1 is VA's internal adjudication manual — the day-to-day procedures Veterans Service Representatives (VSRs) and Rating Veterans Service Representatives (RVSRs) follow when developing and deciding claims. It is not binding law (per Disabled American Veterans v. Sec'y of Veterans Affairs, 859 F.3d 1072, the manual itself is a guidance document), but it is highly influential and shows you how VA will actually evaluate your evidence.
General Rating Considerations

M21-1 vs. binding law
The M21-1 is a guidance manual, not regulation. Where it conflicts with 38 CFR or court precedent, the regulation and case law win. Always verify the underlying authority in the CFR Part 4 tracker or the CAVC case law tracker.
